Is the PSM24-BCM360S and a battery all I need to have a battery backup system?

No. You also need a PSM-TS (which is included) to prevent the battery from being overcharged. Note that the PSM24-BCM360S and the PSM-TS are ONLY meant to be used with the PSM series of power supplies.
